Ps4 dlc not showing up in downloads

Do i need to play anything previous to playing the game? I think i had this issue with the Dine Out pack. I purchased three game packs a few days ago and my PS4 is saying that they have been downloaded and installed but once I get into the game then the icons for the ones I bought are lit up but say I need to download to access content.
